This competition was started in 1987 to promote the appreciation of the arts in Singapore. It was jointly organised by the Ministry of Communications and Information along with its five statutory boards, the Civil Aviation Authority of Singapore, the Mass Rapid Transit Corporation, the Port of Singapore Authority, the Singapore Broadcasting Corporation and the Telecommunication Authority of Singapore.

Each edition featured a theme and the second in 1989 was "Excellence". Besides giving out a prize money, the artworks were exhibited at the National Museum Art Gallery.
